Some areas that your billycarts will be scruitineered are:
1. Axles firmly attached.
2. Wheels firmly fixed to axles - split pins, lock nuts etc.
3. Secure steering pivot - split pins, lock nuts etc.
4. Suitable amount of steering travel lock-to-lock.
5. For mechanical steering, right turn of wheel steers right. Ditto left.
6. For rope steering, rope securely attached.
7. Functional brakes.
8. Brake mechanisms securely fixed - split pins, lock nuts etc.
9. Seat securely attached.
10. Footrests.
11. Overall structural and functional design.
12. Excessive weight for speed advantage.
